and how does one encode text in unicode beyond the roman letters??

Assuming you are attempting to look at the UTF-8 web pages, you need to ensure that your browser uses the correct font for Unicode pages. The behavior you are getting sounds like you have selected a Shavian font with which to view documents, but you are not using a Unicode font since the Latin letters (which are the first couple of lines in the document) are the only things that are showing up in Shavian.
What should happen is the first couple of lines should be in Latin letters, and the rest of the document should be in Shavian letters.
Viewing the UTF-8 pages is done by (1) downloading an appropriate Unicode font that has both Latin and Shavian letters at their proper Unicode points, (2) setting your web browser to use that Unicode font for Unicode documents it downloads, and (3) clicking on the UTF-8 document.
Viewing the Unicode document can be done in some browsers with the above procedure, but should probably be done with an editor that can handle Unicode data. On a MacOS X system you need only download and install the rulebook and font from my web page. On Windows I imagine you need to find a Unicode editor (with which I am not familiar), and have a Unicode font from the above procedure. As long as that Unicode font is selected in the editor, you should be able to open the document to see the data.
Let me know more specifics about your system and I might be able to help you better if you need it.
About encoding, I am not too sure what software you would use on your system (since I no nothing about it). Normally you only need an editor that allows Unicode entry, and then some sort of input manager that allows you to generate Shavian characters (in the proper Unicode range). For MacOS X I have all you need. However, for Windows I know nothing about the input management system. If someone were to point me in the right direction I might be able to help out and create something for everyone to use, but I don't have any time to search the web for the right information at this time. Likewise, I do not know what Unicode-capable editor one can use on Windows either.

That seems very odd. If you can see both the Latin and Shavian characters, then it stands to reason that the font is working properly. Perhaps Microsoft Word is having a problem reading a specific number of characters. Can you delete from your document some of the Shavian characters to see if any of the boxes turn up as Shavian characters? I do not use Microsoft Word so do not know what is does with Unicode. Perhaps I can find someone with a copy of it.
Which document did you download? I just tried A Christmas Carol and it seems fine. I did note that I forgot to put my typical notice in the top of the Unicode file version of it (not the UTF-8 page).

I am all for communicating in Shavian. However, I would prefer that we use the Unicode encodings to do so because we can then mix in any other characters in the same communications. In other words, I do not like to see all the Latin letters used to communicate Shavian. What that does is confuse the issue because we are tied into using a specific font's encoding of the Shavian letters. At least all the fonts with which I am familar do follow the same encoding, but it still is a bit hard-wired for me.
Now I know that the current Unicode encoding for Shavian is not official, but it is the closest we have currently and therefore I accept it. I think this a step in the right direction.
I know that most of the people on this list probably cannot generate the Unicode points with their current software. However, I am willing to help create the capability if people can point me to the resources I need to know to create an input manager for the Windows world. What this would allow you to do is type with the same keystrokes with which you are familiar, but generate Unicode instead of ASCII Latin. And once we have everyone able to type in Unicode (and of course be able to see the Shavian as well), we can translate all the published documents to the same Unicode points.
And in the future all we have to do when Unicode accepts Shavian and assigns the final code points is to translate the documents (which is a trivial program, but not so trivial if we have large amounts of documents), change the input manager software to generate the new code points, and reencode the fonts so the Shavian characters are at the proper code points.
Any takers to help me Unicode-ize everyone? :-) If not, ignore my rambling...
